Dr. Morse has a passion for Chiropractic and Physical Medicine. His Chiropractic Medicine focus is on orthopedic traumas, scoliosis, motor vehicle collision injuries, cervical/ lumbar disc herniations, and nerve pain. He enjoys providing patients with physiotherapy and rehabilitation programs to save them from surgery if possible and maintaining an enjoyable lifestyle without pain. His primary passion is focused on Regenerative Medicine and severe/ complicated cases. Dr. Morse is trained in preparation and case management for Platelet Enriched Plasma (PRP) injection procedures. These patient cases are extremely complicated and typically have received minimal improvement with physical therapy, chiropractic care, or corticosteroid injections for their condition. As a physician and a cellular biologist, Dr. Morse determines qualifying candidates for the PRP injection procedure by reviewing a patient’s entire case: past treatments/ medications, ordering thorough laboratory and blood analysis, orthopedic/ neurological/ vascular examination, if applicable reviewing MRI, CT, Xray, Digital Motion Xray Analysis, and Diagnostic Ultrasound exams. A focus of his, is on the future of stem cell/ regenerative medicine treatment for ligament, tendon, muscle, and skeletal conditions. Dr. Morse stays up to date on all Integrative and Regenerative Medicine Procedures as the FDA (Federal Drug Administration) approves and releases government studies and research for what is safe and the most effective for patients in Orthopedic and Neurological Medicine. His goal is to assist and provide unique and advanced treatments for patients that have failed or received minimal improvement with traditional medicine and therapies. He is trained in Spinal, Shoulder, Elbow, Wrist/ Hand, Hip, Knee, Ankle/ Foot rehabilitation and diagnostics to determine and provide the most effective treatment returning patients to an improved lifestyle. Dr. Morse and his wife have three sons and he enjoys hunting, fishing, boating, hiking, weightlifting, and many other sports.
Dr. Charles Carttar M.D. (Board Certified)

Dr. Carttar received his doctorate of medicine from UAMS. He has a passion for treating and helping patients with their daily function. His medical focus is to get patient’s back to their normal function by listening and understanding their condition. He is extremely knowledgeable in the field of medicine. He has been in Family Medicine and an attending physician for St. Vincent’s for over 25 years and has gained an extensive experience in treating multiple conditions. Dr. Carttar is known for helping patients with conditions that many other physicians could not understand or assist the patient with answers. He also has several years of experience in Regenerative Medicine injection procedures. He stays up to date on the latest research in his chosen fields and the best medical procedures and treatments for specific conditions to provide his patients with what he feels is best for them. He also has spent several years as an ICU consultant with St. Vincent’s Hospital. Dr. Carttar and his wife have three sons. He spends his personal time exercising, weightlifting, and studying martial arts.
Jessica Chapin OTR/L (Board Certified)

Jessica is a Little Rock native who received her master’s degree in Occupational Therapy from the University of Central Arkansas in 2014. Jessica's passion is for post-surgical rehabilitation of the hand and upper extremity. She also has experience in post-surgical rehabilitation of the spine and joints as well as upper and lower extremity rehabilitation. As an occupational therapist, she works closely with adults who are disabled and those with severe pain conditions to improve their quality of life. Her approach to rehabilitation goes beyond addressing a specific injury or condition in isolation, but rather including the whole person and his or her functional needs to achieve success in meaningful occupations.
Crystal Morse

Crystal oversees daily operations, practice management, business accounting and insurance billing, provider support, and human resources. Crystal’s focus is to ensure that Horizon remains a leader in the physical rehabilitation, chiropractic, occupational therapy, and family practice industry. Crystal is married to Dr David Morse and they have 3 sons. She enjoys traveling, boating, watching all sports, cooking, and spending time with her family.
